"This vote is for an amendment to the European Social Fund that would allow for an increase in pre-financing as part of the Youth Employment Initiative (YEI). This would mean that previously agreed funds can be accessed at the launch of a scheme, so that it can be implemented quickly. Labour MEPs led the campaign in creating the YEI, which is available in regions where more than 25% of 15-25 year olds are unemployed. The European Commission encourages Member States to use this funding to provide a Youth Guarantee, which would ensure that all young people under the age of 25 get an offer of good quality employment, continuing education, apprenticeship or traineeship after an extended period of unemployment or leaving formal education."@en1
