lpv:spoken text	"Today I voted in favour of the report on the increase of the initial pre-financing amount paid to operational programmes supported by the Youth Employment Initiative. Youth unemployment levels have been alarmingly high for several years now and are continuing to rise. The EU has developed a number of tools to help Member States deal with this scourge, which is affecting so many young people. The Youth Employment Initiative (YEI) is one of those tools, and its purpose is to contribute to the achievement of the policy objectives linked to the Youth Guarantee in the parts of Europe worst affected by youth unemployment. The Commission proposal will encourage Member States to use the additional funds as soon as possible to finance projects in the areas where needs are greatest."@en1
