"Mr President, by targeting students, schools and education, as it did most recently at Garissa University in Kenya, or attacking UNICEF personnel, as it did last week in Somalia, Al-Shabaab is literally putting a bomb under the future of the African continent. Needless to say, we cannot let this happen. It is totally unacceptable. I offer my condolences to the families who have lost their loved ones and who have been robbed of their future. The ramifications of this terrorist organisation across several countries and its well-developed system of acquiring financing ties with other terrorist groups call for a smart, decisive and comprehensive response. I think this requires supporting and coordinating with the Kenyan Government, whose belated response to the recent massacre has been lacklustre. Most critically, any strategy we adopt should resolve – rather than contribute to – the divisions this group is trying to sow. Very importantly, I believe that, whenever one group is persecuted, society in its entirety suffers. Let us not forget that, in Kenya, counter-terrorism activities have marginalised and stigmatised Muslim communities as well as Christians. So my message to the Commission, the High Representative and the Kenyan Government is that we need a strategy that brings security for all, regardless of their background or religion."@en1
