"The ECR Group supports much of the content in this report, such as the recognition of the importance of rights holders and improving access to digital content. However we are cautious of raising the issue of VAT into this particular text, in terms of offering the same reduced VAT rates for online and offline content. While we may have sympathy with this idea in certain circumstances, this forms part of a much wider debate that must be duly considered – we support a legal framework that encourages entrepreneurship in the digital environment, but need to consider and understand the direct effects on digital goods which are easier to source across borders. We also disagree with the notion that those organisations benefiting from European Film should by default reinvest the proceeds into the making of European Films. If they generate profit on the film rights they have legally obtained, then how they distribute this revenue is their decision. The ECR Group supported this report but we wish to put on record our reservations regarding certain issues contained within it, such as those outlined above."@en1
