"The Conservatives favour proposals to reduce the consumption of plastic bags and their effect on the environment, particularly the blight of marine litter. However this proposal is not consistent with the principle of better regulation and many elements fall outside of the scope of the original Commission proposal. The Conservatives have set out to simplify EU regulation so that it becomes more practicable and straightforward for businesses to comply with. We wish to make reaching our dual goals of a green and business-friendly economy more achievable. We reject the mandatory nature of the final agreement and remain convinced that voluntary measures would be more effective."@en1
