"Madam President, I am pleased finally to be in a position to endorse this report, and I thank Mr Cadec for all his hard work; I know it has been difficult.
I do regret the delay in coming forward, because it certainly would have been useful if we had had these regulations in place for the beginning of the ban at the beginning of this year. I do not think we have got off to the best of starts with the Omnibus Regulation on that basis, and I do hope that fishermen do not lose confidence in Parliament and our stance on discards simply because of that.
I am aware that this is only a ‘quick fix’ to remove inconsistencies in existing legislation until the Commission comes forward with a full overhaul of the technical conservation measures, but I am glad that we have now got that quick fix in place. Having worked on the reform of the common fisheries policy (CFP) in the last Parliament, I can say that the discard ban was one of the few EU achievements that my citizens welcomed, celebrated and do actually come and talk to me about, so I think it is incumbent on us all to make sure that we go forward, do not lose any ambition on that CFP and get it right."@en1
