lpv:spoken text	"Mr President, the EU authorities should not hand over passenger name records to Mexico. Last November, the EU referred the proposed EU—Canada PNR agreement to the Court of Justice for a preliminary ruling on its compliance with EU charters, agreements and treaties and we are still awaiting that ruling. It makes no sense to adopt similar data retention measures while a real possibility remains that the Court of Justice may rule against the EU-Canada PNR agreement. Furthermore, an invasive blanket retention measure such as an EU-Mexico PNR would collect all data from travellers flying between the EU and Mexico, the vast majority of whom have no links whatsoever to any formal criminal suspicion. Targeted law enforcement focusing on suspects already known to the relevant authorities respects the rule of law and is, after all, more effective."@en1
