"The situation in Ukraine is dire. The war in the east, with nearly 20% of Ukraine’s GDP, nearly a quarter of the nation’s industrial output, and almost all of the nation’s coal production in the conflict zone, has been hugely detrimental to Ukraine’s economy. The violent conflict in the Donbass has crippled Ukrainian production as well as its energy industry. The lack of coal has forced power plants to shut down, sending waves of blackouts across Ukraine. This is a danger that affects not only those people living in the war-torn east, but also those living in the relative safety of the west. As supporters of peaceful, democratic rule, it is our duty to aide the Ukrainian economy in its recovery. My group, the ECR, and I are happy to welcome the proposed macro-financial assistance to Ukraine. The proposed aid of EUR 1.8 billion in the form of medium-term loans will help Ukraine cover part of its residual additional external financing needs in 2015 and early 2016 in context of the ongoing IMF programme. It would be provided in the form of a loan that will be paid back and financed through a borrowing operation that the Commission will conduct on behalf of the EU."@en1
