"Madam President, I remember sitting in this Chamber five months ago in the immediate wake of the LuxLeaks scandal, and we were back together again two months ago in the wake of another scandal – SwissLeaks. So I am delighted that finally we have a first response from the Commission. I strongly welcome the measures that the Commission has recommended on tax rulings, but, frankly, we need far more action if we are truly going to meet the expectations of our citizens. I have to say I was very concerned that the Commission’s communication was lukewarm in relation to country-by-country reporting of profits by multinationals. The Parliament has long supported this measure, and I hope that the Commission will let us continue with our internal work promoting it. I also hope that the Commission will be publicly more supportive of immediate action to move ahead with country-by-country reporting. We already have evidence that there is no negative impact from country-by-country reporting in relation to extracting industries and banking. We also know it would have a positive impact on SMEs, who at the moment are not competing on a level playing field with those firms who can shift their profits and hide where economy activity is truly occurring. So I hope the Commission will strongly support the urgent need for country-by-country reporting, and that it will also support the other measures that traditionally we in this Chamber have argued for, not just the Common Consolidated Corporate Tax Base (CCCTB) – and I support what the Commissioner said on this today – but also black-listing of those who evade tax and the tax advisers who help them do it, and having a common definition of tax havens."@en1
