"I voted in favour of this resolution because there is a clear need for joining forces with Arab States in tackling terrorist groups that are threatening the security of people all over the world. Yet, such cooperation can only be truly effective if it also addresses repressive policies used by governments of Arab League member states against their citizens. Not only would it be morally reprehensible to be complicit in the human rights violations conducted by authoritarian governments in the region, it would also be highly counterproductive. If there is one lesson to be drawn from the Arab Spring, it is that repression breeds chaos and terrorism, not stability. If we do not want to repeat the mistakes of the past, this agreement will need to prioritize a genuine review of anti-terrorist laws in the Arab countries, in order to stop governments from using those laws against citizens who engage in legitimate protest."@en1
