"Mr President, I will be brief but I will start by welcoming the Commissioner to this debate and saying, Commissioner, that I appreciated your comments earlier on. I will focus particularly on paragraph 68 – not try to repeat points that other colleagues have made – because this paragraph is significant in the Palestine—Israel relations debate. It calls on the EU and Member States to publicly express support for the UN Commission of Inquiry into gross human rights abuses within the occupied Palestinian territories (OPT). Now, there is a sense of momentum behind this. Last February even, for the first time, the Foreign Affairs Council identified the human rights situation within the OPT as an EU priority. I think we are going to see these findings in June, after the Israeli elections, so I would ask you, Commissioner, in the spirit of both the Foreign Affairs Council and this resolution, what will the Commission, the External Action Service, do to reflect the spirit of paragraph 68 and the Foreign Affairs Council conclusions and, given that there will be recommendations from this independent commission of inquiry, could you commit to their being implemented by the External Action Service to recognise past abuses and prevent future ones?"@en1
