"Madam President, can I start by thanking our High Representative, Federica Mogherini, for the excellent work that she is doing. I think it is important for us to understand that the European Union does have a critical role to play on the world stage and it is good to see that, under her leadership, we are getting better and better at this.
A number of my colleagues have touched on the difficulties that we are facing in Libya and the dangers that we expose ourselves to in this. We need to make sure that we do actually work towards finding a resolution. I know that a lot of good points have been covered and I just want to say three things that we need to be looking at.
The first is that, with the breakdown of the state government in Libya, there are ordinary civilian people who are actually suffering; there is a shortage of food, shortage of medicines, etc., so we need to help them on that front. We also need to work on the idea of non-interference from other states, and we need to work for reconciliation and for a national unity government."@en1
