"The report is the European Parliament's response to the Annual Growth Survey, which is the Commission's analysis of the EU's priorities for growth for the year ahead. It stresses that the most important priorities are Member States’ competitiveness and reduced unemployment and stresses that low GDP, low inflation and high unemployment should all be urgently addressed. More controversial elements of the report concern calls for the Commission to address fiscal consolidation and promote increasing convergence. There are statements that the European Monetary Union is 'far from complete' and the Commission is reminded of its obligations and commitments to enhance economic and budgetary coordination. The report then asks the Commission to put forward proposals for the completion of the EMU, which should be based on the Community method."@en1
