The report takes note of the progress made by Kosovo in fulfilling the requirements of the visa liberalisation roadmap. It notes with concern the high unemployment rates. Finally the report regrets that due to the election events in both countries, the pace of high-level negotiations between Kosovo and Serbia has slowed down."@en1
