"While there were a number of issues highlighted in this report that I welcome, such as the need to tackle corruption, protect the independence of the judiciary and of the media and the need to tackle impunity in war crimes cases, among others, I believe this report should have been stronger on human rights issues in the country. Although it mentioned issues such as women's rights, gender equality, LGBTI rights etc., it did so briefly and failed to express the importance to society of addressing systemic discrimination in these areas. Significantly, in paragraph 22 the report commends Montenegro's role in the "process of regional reconciliation", while, in the same paragraph, "invites relevant EU Member States to consider accelerating Montenegro's NATO accession process in order to enhance regional stability".
I do not believe the expansion of NATO is consistent with either regional reconciliation or regional stability, and I oppose the call for EU Member States to facilitate or encourage NATO expansion.
For these reasons I voted against this report."@en1
