This is important as, if a text is not codified, previously amended versions of it remain valid. Codification is - in a nutshell - simplification. Any proposal that provides greater legal clarity and transparency should be welcomed as it is the complex nature of such texts which frequently leads to unnecessary legal challenges, often at taxpayers' expense."@en1
