"A Uachtaráin, go raibh míle maith agat. Given that fraudulent irregularities in 2013 involved EUR 309 million of EU funds, there is little doubt of the need to fight against fraud and other irregularities. Tá sé tábhachtach caiteachas poiblí a chosaint go háirithe sa ré déine seo. This is particularly the case now, more than ever, in the area of austerity. Unfortunately, the multiannual financial framework for 2014-2020 represents the first cut to the EU’s seven year budget in 57 years. I am glad to see some recognition in the report of the need for administrative capacity in detecting fraudulent activity in order to detect and prevent financial irregularities and for the Member States and the EU to adequately train and resource people. However, I have serious concerns relating to the establishment of the European public prosecutor’s office and the parameters of its remit. The rationale for the development of an EU criminal law is to combat transnational organised crime. The intention is, of course, to be welcomed, but not at the expense of subjugating and undermining the existing judicial systems of individual Member States to the interests of the EU. Article 26(1) is also particularly controversial as it could undermine both the common law system and criminal justice as a whole. Go raibh míle maith agaibh go léir."@en1
