"I very much welcome this step to cap the fees that businesses and consumers may have to pay when they use their debit or credit card domestically or in a cross-border transaction.
This is a move that goes some way to giving local consumers and businesses with the potential to expand in EU markets an incentive, and the capacity, to explore opportunities presented by e-commerce.
It is right and proper that these transactions are secure, competitive and free of barriers in order to instil confidence in those enterprises and consumers that want embrace these new technologies and drive growth as a result.
It is somewhat disheartening, however, in light of this positive and democratic decision to cap fees in this way, that the Council of Ministers have seen fit to delay the total abolition of costly mobile roaming charges across Europe until 2018.
This overturns the decision reached by those in this Parliament, and serves to add further distress to those living in the border counties of my constituency, Northern Ireland, who face exorbitant charges as a result of this barrier. It is high time that national governments wake up to this reality."@en1
