I do accept that there are difficult issues involved regarding the balance between environmentally-friendly trucks and moving freight, and all of the other issues that we have been discussing. So I take your point; I am just saying that we have not got the balance right in built—up urban areas and that is something that needs further action and, probably at this stage, Community—wide action."@en1
