"Mr President, this has been an excellent debate, and the fact that there have been a number of blue cards shows that the issues are complicated and often politically difficult. But when we talk about evidence we should bear in mind that HGVs have a higher mortality rate per billion kilometres travelled than other vehicles and that most of those killed in HGV accidents are other road users, not drivers.
Obviously not all freight can be carried by rail but, for me, safety must be absolutely critical. So I welcome the reviews that will come as a result of this measure. I would say that subsidiarity may have to take a back seat in the future for built-up areas, because unfortunately we cannot all follow what colleagues have highlighted in the Netherlands and the measures are not being taken in built-up areas that should be taken to protect other road users from HGVs. In London alone, four cyclists have been killed by lorries since the beginning of the year and this is something that is becoming a very major issue on our roads."@en1
