"The security threats posed by ISIS in the Middle East and beyond, including Europe, have been the topic of much discussion but the ongoing humanitarian crisis should not be lost within that debate. The daily atrocities committed by ISIS are now so widespread that the ability to document and catalogue each one is almost impossible. ISIS holds its territory under a reign of terror in which women are raped, children are used as soldiers, people from the LGBTI community are killed, adulterers are stoned and hostages are beheaded. This same ideology is being exported across the region and only recently we have seen the barbaric murder of Coptic Christians in Libya. Hundreds of thousands of refugees have left Syria and Iraq, heading largely for the immediate border areas including Jordan, Lebanon and Turkey. In the Kurdistan Regional of Iraq there are an estimated 1.5 million refugees and internally displaced persons. Recent reports suggest that it will need to find around USD 1.4 billion to finance this in 2015 alone. EU Member States must do more to target development aid to help fund these costs, particularly to those governments, such as Jordan and the Kurdistan Regional Government, that are actively participating in the military fight against ISIS."@en1
