"Atrocities committed by Islamic State are unspeakable and we need to do all that is in our power to stop them. Tackling IS will require military action and draining their financial resources, but also supporting state building and inclusive policies in the region. Last but not least we need to develop an understanding of how IS has been able to come into existence to make sure we can stop similar events from happening ever again. Here it is important to note that the Assad regime has played a crucial role in fostering the development of IS. The fact that he is now painting a picture of his regime as the only alternative to terrorism is belied by the fact that in 2014, just 6% of regime air strikes targeted IS. Meanwhile his regime has been indiscriminately bombing civilians, as shown by recent events in the city of Douma, where a barrel bomb campaign by the Syrian army killed at least 18 people and caused indescribable suffering among civilians. If we want to bring an end to the humanitarian crisis in the region, we need to adopt a foreign policy that looks at the full picture. Unfortunately, we are not there yet today."@en1
