I think that for some it is a question of whether it matches with their own particular laws, in particular where they are having to increase penalties, but like you, I find it amazing that Member States have really not got their act together on this. This is absolutely a crucial thing about protection of young people and, whatever the reasons, we should be asking our colleagues in national parliaments to be raising the questions there, as well, about why this is not transposed."@en1
