lpv:spoken text	"I voted against the joint motion on anti-terrorism measures, as this resolution is sending the wrong message at the wrong time. The resolution agreed by the other groups in the Parliament gives governments of EU Member States free rein to scale back personal freedoms and liberties with measures that do not properly respond to the terrorist threat. Ensuring our safety does not mean mass-surveillance and fewer rights. The safety of my constituents in Wales is of the highest importance to me, and I want an effective strategy that includes giving priority to tackling the causes of terrorism."@en1
