"We live in a world filled with threats to the security of our allies and our own nations. These threats cross all international boundaries and have given us a common challenge. The rise of ISIS, with the large number of European citizens in its ranks and their ability to return to Europe, has presented the EU with a clear and present danger. Our ability to counter these threats is rooted in our ability to gather and share intelligence. That does not mean that we need to condone torture and disrespect human rights in order to keep our nations safe. Counter-terrorism measures and respect for human rights are not contradictory in nature. I welcome the executive orders issued by President Obama banning torture and ensuring that the US respects the laws, both domestic and international, banning torture and inhumane treatment. I am thankful the Senate committee publicly criticised the CIA’s detention and interrogation programme. I propose greater cooperation between the intelligence agencies of the Member States, as well as the EU and the US. We must work together to provide security for our nations while ensuring we do not infringe on the fundamental human rights of a single human being."@en1
