lpv:spoken text	"I voted in favour of the accession of Russia to the Hague Convention, as this proposal will assist authorities in returning wrongfully removed children, and will help to address issues of conflict of laws (competence of courts). In real terms, it will provide a pragmatic solution where a child has been abducted and taken to another country without the consent of one of the parents. Furthermore, the overarching principle of the proposal is that the welfare of the child – something that should always be paramount – should be the first and foremost consideration in child care proceedings. That is why it was necessary to support this proposal."@en1
