"Madam President, my role in tonight’s debate is really to address the work I do as the Parliament’s International Parental Child Abduction Mediator and it is in that context that I would say the following.
The theory behind the Hague Convention is that it is a perfect instrument, but in practice it is not so. The length of time is now much longer for children to be returned than the 42 days that is recommended. Equally with Brussels II – and I would ask the Commission to take on board our request to have this review of its implementation, because Member States differ in interpretation, and indeed in their commitment to this issue.
The Committee on Petitions is a good barometer of what is happening across the Member States on this issue. My office receives at least one contact from a distressed parent every single week. We help where we can by mediating, but I believe that this issue is much greater than we understand, and I think that this Parliament has a duty of care to be involved in it and to make things happen."@en1
