"Madam President, of course we must do everything we possibly can to protect children, and I totally agree with the rapporteur that we should support her report and support the accession of these eight countries to the Hague Convention. However, I would just sound a note of warning because it is not quite as straightforward as that. We have some concerns over these eight countries, and the EU itself does not have any means of assessing how well these countries may do in the future. Some EU Member States have expressed concerns about that, including, I have to say, the UK. We have a real duty to look at this and to answer some of the questions raised, and we should continue to monitor what goes on. Children who have been abducted in cross-border situations should, of course, be given a higher standard of care and we must make sure that happens. We must also make sure that, wherever possible, they are reunited with their families. It is not acceptable for children who have already suffered a lot to go through further traumas and suffering, which could be avoided, when they are returned to their habitual country of residence. There is a lot here that needs to be thought about in terms of protecting children. That is why we must make sure that some of these eight countries, about which we have concerns, are monitored, that we keep in touch with what is going on, that reports are submitted to Parliament, and that the Commission really does follow up what is going on.
