"Madam President, I am speaking in this debate as someone who represents a city where there are communities where female genital mutilation (FGM) takes place. It is absolutely appalling and barbaric and I totally agree with everything everyone has said about female genital mutilation, but just going out there and trying to enforce law does not work. There have been no successful prosecutions in the UK despite the fact that FGM has been a crime for some years. France has been a bit more successful.
However, I think that what we need to do is really encourage the communities themselves to understand that this practice is wrong, and to understand those women, and they are mainly young women, who are willing to come forward. I think a lot more support is needed, and if the EU and the Commission come up with some plan for finance and support for those communities that would be really helpful."@en1
