"Madam President, we all agree here that FGM is one of the most barbaric forms of exerting control over a woman’s sexuality and therefore over her whole life. The question today is really what we can do about it here in Europe. I think that it is a marvellous thing that we are all gathered together talking about the way forward and it is time that we actually got on with it.
Prosecution rates are far too low. We need to share best practice; we need to improve the enforcement of the law. We must have successful prosecutions to show the success of our policy. Catherine Bearder talked a little bit about the UK and the latest attempts at a prosecution – in fact the first attempt at prosecution, and this is despite GBP 1.4 million being allocated by the Prime Minister a year ago to provide information through the NHS. A doctor has been effectively acquitted for not having been told about FGM, so it is vitally important that we get on with that information campaign."@en1
