"Madam President, let me say first of all I fully support the Commissioner’s initiative to significantly increase the amount of pre-financing that is available to Member States to implement the Youth Employment Initiative (YEI). You saw that there was painfully slow progress and you reacted. Well done on that.
As we are all aware, and as you mentioned, the youth unemployment rate is over 50% in Greece and Spain, and only three Member States – Austria, the Netherlands and Denmark – have rates below 10%. We know those figures, but every time we read them, they still shock us. My own country, Ireland, has an unemployment rate of 22%, and we have the safety valve of emigration. We will get an allocation of 68 million in Ireland for the YEI and a further 68 million under the Social Fund.
I think it is important to say that this pre-financing – all of this money – is available to Member States and it can be used to support, not just the provision of traineeships and internships and apprenticeships, further education, training, etc., but also business set-up, support for entrepreneurs and targeted wage and recruitment subsidies.
Last week I met the youth sections of the European Federation of Public Services Unions and the Irish Civil and Public Services Union. They emphasised to me the need to deal with demand as well as supply and pointed out that virtually no jobs are being created in the public service in Ireland. I know that the youth employment initiative cannot deal with this specifically, but it is crucial that money spent under the Youth Employment Initiative delivers real outcomes and real jobs. Not just training and up-skilling – yes, that’s important – but also a significant increase in employment."@en1
