"Madam President, like others, my Group really regrets this development within the ILO where we are seeing a move to roll back an agreement that stood for many years, and jurisprudence that stands; it almost beggars belief that this is actually going on in the 21 century. The Conventions, particularly Nos 87 and 98, are, as people have said, about the balance of power within the workplace and they represent hard fought-for rights. That struggle, as we know, is still going on in some of our Member States, but certainly in many countries throughout the world, in sectors such as mining, brick-making and textiles. So any rollback of the definition of these rights that people have has profound implications for those who care about human rights, about decent work and about fair competition. So I think that the employers’ group needs to seriously consider what message it is sending elsewhere in the world through this action. For the European Union, the ILO core Conventions are part of GSP+, increasingly part of our trade agreements and therefore, for us, they represent a whole set of values and a way of working. We want to end exploitation, we want an end to unfair competition, undercutting through labour standards. So we have to support the right of organised labour and that includes the right to withdraw labour without being sacked, black-listed, beaten up or even worse, in many countries of the world. So the ILO has a crucial role to play here and that social partnership has a crucial role to demonstrate the sort of standards, the sort of progress that can be made through negotiation and, where necessary, the right to strike. So I really hope the EU employers are recognising they should be leading here, in demonstrating what good standards are. I also hope that our Member State governments are going to support the continuing recognition of this fundamental right, both within the Union and outside it."@en1
