"Mr President, this debate is about a better balance between greater consumer information and the cost burden of any measures that would be proposed. I have heard many comments tonight about big industry versus the consumer. I do not think it is about big industry really, when you see the costs that the Commission has put forward in terms of the cost of providing the labelling of food origin. I think we need to look at and focus on the small and medium enterprises, who I speak to regularly, who are involved in processing of food. They say that this will result in increased cost to them in producing the products they produce and then ultimately to the consumer, because the consumer is always the bottom of the chain and will certainly absorb these costs. I think really it is the small and medium businesses along this route, the businesses to whom we promised that this Commission would not introduce more red tape – would use better regulation and not more regulation – who need to be the centre of this debate. I am not convinced that mandatory labelling will protect the consumer. As I said, this is not a food safety issue, it is a consumer information issue, but also it is about the price to the consumer. That needs to be the centre of our deliberations tonight."@en1
