"Mr President, our internet must be open, yet safe; accessible, yet affordable; exciting, diverse and dynamic. We in Europe start from a great position: the World Economic Forum has listed the most technology-ready countries and the top three are all in Europe. But to unleash the potential we must earn trust. Consumers need to know that their rights are protected and their data is secure and treated responsibly. Creators need to know that their work, their IP, has value. Investors need to know that we politicians are not going to keep changing the rules that affect their investments. And businesses need to know that they have a level playing field where small companies are not unfairly blocked by the big ones and where new innovators are not blocked by the old. An open internet is essential but in safeguarding net neutrality we must take care not to inadvertently place barriers on future innovations. In safeguarding privacy we must not undermine the security of our societies or the safety of our children. In safeguarding data we need to make sure we do not place unworkable burdens on small businesses or lose the chance for society to benefit from the understanding from big data. And yes, we must care for fundamental rights, but we are also at a time when our fundamental safety is under great pressure. Yes, we need to take advice from security experts, safeguard our rights, but provide the means to guard our citizens’ safety. To deliver this vision we need a global approach, not a fortress Europe: working with a multitude of stakeholders, listening to consumers and to business, the public as well as public authorities. I hope the IGF will help this process and it will all be better because of our working together."@en1
