"Mr President, the Ombudsman’s remit is limited in legal terms to tackling maladministration but, in doing so, she has successfully had an impact, directly and indirectly, on enforcing EU law and helping EU citizens in this way, both individually and collectively. For this reason in particular, I am very glad to vote for this report. In my view, we do not have a democratic deficit in the EU so much as an enforcement deficit. Citizens have vital rights that this Parliament and its predecessors have voted through, and – whether it is passenger rights, environmental safeguards, the right to a paid holiday – these are not often enforced in the way that they should be.
I am pleased that, when Member States and the Commission do not take infringement proceedings, as they should, in some cases the Ombudsman has had an impact in those types of processes indirectly. I hope that she will do more in the coming years in this respect, both through critical remarks, special reports and in whatever other way is appropriate."@en1
