"I voted against this motion for resolution because the Philippines worked hard to meet the revised, more stringent GSP regulation and it succeeded in fulfilling all criteria What message are we sending if we now start adding criteria beyond those set out in the GSP to the list of requirements, like the Illegal, Unreported, and Unregulated Fishing Regulation? Sustainable fishery is crucial, but changing the wording of a contract after it has already been signed is something credible partners simply do not do. We also need to be consistent: Panama also had a yellow card under the IUU Regulation but was still approved for GSP+. When I visited Philippines in September, I was able to see through the many bilateral meetings I had that the Aquino government is on the right track. But much work remains to be done, and the opportunity offered by GSP+ to help bring inclusive growth in the Philippines is much needed."@en1
