"Today I abstained on the vote on the objection related to the FQD. The objectors oppose the draft Council directive on the grounds that it is not compatible with the aim and content of the basic instrument due to the methodology proposed in the measure being inappropriate for an accurate estimating and reporting of the volume, type, origin and life cycle greenhouse gas emissions of fuels supplied. However, apart from picking a few points out of the COM IA, the objectors fail to prove that the measure is incompatible with the aim and content of the basic act. Although it is not perfect, the new proposal provides a basic tracking system that will encourage the use of electricity in transport and incentivise oil producers to reduce emissions from highly polluting processes. Yes, we need to ensure that suppliers avoid high-carbon fuels, but we must minimise additional burdens in terms of reporting. With the Commission intent on removing the FQD from its post-2020 energy and climate framework, the adoption of this objection will only serve to undermine the credibility of this directive by forcing an additional institutional delay on a piece of legislation set to expire in six years."@en1
