"Madam President, I welcome the fact this budget is within the agreed limits of the multiannual financial framework (MFF) and I find it welcome too that there is greater emphasis on jobs and growth. In that respect, Commissioner, you have shown admirable intent to meet the needs of the citizens and I congratulate you for that. But, I was disappointed that there is not more intent to address the problem of unpaid bills and accumulating RALs. That I find unacceptable. It is clear that through the past we have been habitually spending more than we earn; in other words expenditure was exceeding revenue. The answer to this House is not to demand more revenue. Our first instinct should be to use the resources we have more efficiently. With finite resources, surely we should prioritise strictly according to value for money. But for Parliament to make that kind of judgment, we need a greater role; we need a role scrutinising delivery of the budget; we need a role monitoring performance; and we need a role evaluating value for money."@en1
