"Mr President, I echo the call from my colleagues that we urgently need to review the economic governance rules in the EU. The Commission communication is a small step but we need to go further. As an ultimate proof of failing austerity policies, the economic governance framework needs profound change, and as the European Parliament we have the legislative key. The facts are: 25 million unemployed people, economic stagnation, deflation, excessive debt, high deficits, democratic deficit. These rules are hurting instead of working.
Laudable as it is to keep the deficit under 3%, we need to recognise the cost too. Therefore, I believe the economic governance framework needs to be broader and take into account social elements. The key questions are: what are the Member States doing to tackle poverty, tax fraud and youth unemployment? How do they increase education opportunities? These criteria need to get the same weight in the analysis as the level of public deficit and debt.
Given the interconnection of all our economies, I do recognise the need for effective management of our economies and, yes, smart investments need to be treated in a flexible way. The reform of the six-pack and the two-pack will be an important test to show that the EU takes European citizens seriously, and an opportunity to make a European project people can believe in. I would urge Vice-President Dombrovskis to make sure that the Commission does not just act as accountants but that when they look at the balance sheets ..."@en1
