"Madam President, the Commissioner should consider this. People outside this Parliament might risk not understanding that what we are talking about here is far from being a technical issue. I think it is important to remember that thousands of people in Europe die each year as a result of lorry crashes, and so it affects both the drivers and the people on the roads. For example, in 2011 the European Transport Safety Council highlighted that 4 300 people died. Now you tell us, Commissioner, that what we are asking for is out of scope. That is absolutely not true. There is ample evidence that driver fatigue and abusive employment practices and exploitation, not taking safety seriously, and illegal cabotage more generally, lead to very real safety risks and will not enable us to meet our road safety targets apart from anything else. How can this possibly be out of scope? You also said there was an issue of legal certainty. Again I cannot see how that can be correct; it is not as if there is no law at the moment. However the main point that we are making to you, pretty much all of us here, is that this proposal has no added value. Please think again, and if nothing good comes back that is not our fault: it is your fault."@en1
