"Today I voted in favour of the resolution on the revision of the Commission’s impact assessment guidelines and the role of the SME test. Impact assessments, as an early-stage tool when legislation is being developed, play a key role in the Commission’s smart regulation agenda with the purpose of providing transparent, comprehensive and balanced evidence on the nature of the problem to be addressed. The existing IA guidelines assign the Commission’s Secretariat-General and the Impact Assessment Board (IAB) a central role in deciding whether or not an impact assessment is necessary for a specific initiative. However, this resolution highlights that the draft revised IA guidelines do not include any provisions on IAs for SMEs and more specifically the SME test. An independent impact assessment is of particular relevance for SMEs as they often encounter greater difficulties than large enterprises in adapting to new legal and administrative requirements. Due to their size they are less capable of anticipating regulatory changes at an early stage. I support the opinion that the Commissions impact assessment guidelines need to be revised to include provisions on IAs for SMEs."@en1
