"Mr President, sometimes it feels a little bit like ‘Groundhog Day’ when we stand in this Chamber. When we are talking about these COP resolutions, one comes after another with monotonous regularity, but I really do believe that we have reached a key stage here in our pursuit of a new global deal to arrest climate change. With the recent European Council conclusions on the 2030 package, the EU is now in a strong position to push for a truly international and binding agreement. I would like to say: let us concentrate on achieving that end, particularly agreeing the draft elements of our text, and agreeing the steps to strengthen the UN climate regime covering rules, mechanisms, reporting and implementation. The time has come for detail, for getting that detail right, and for Europe to lead the way forward. It is not the time for grandstanding about whether we do or do not believe – it really does not matter; we are at the stage where we are moving forward. Let us not squabble, let us do it together, and let us make sure that Europe’s voice counts."@en1
