lpv:spoken text	"Madam President, to the Council and Commission, I have to say that I could not agree the budget, which has such high levels of unpaid bills and unfunded liabilities; that is not acceptable. But I did fully agree with the Commissioner – she was exactly right when she said earlier that we need to devote resources to meeting citizens’ needs. That means investing in jobs and growth. But I would make two observations here. First to the Parliament and Commission, to say that this must not be confused with a call for a bigger budget. Now is not the time for increasing the size of the budget. But secondly I want to appeal to the Council: success or failure of this budget will not be determined by this house or by the Commission, it will be determined by the Member States and their willingness – or not – to show collective commitment to addressing citizens’ needs that will determine whether we succeed or we fail."@en1
