"Mr President, I hope most Members in the Chamber recognise the importance of EU regional policy and funds. All our regions benefit from EU structural funds. For example, most infrastructure and training schemes in Wales are at least partly funded by the European Union. Therefore, EU regional funds play an important, indeed vital, part in trying to improve economic prosperity right across the EU. I therefore find it difficult to understand any proposal to cut European structural funds. The Committee on Regional Development was particularly concerned about the EUR 23 billion backlog in payments and the impact this will have on local authorities, businesses, universities and young people. In the UK alone, there is GBP 1.2 billion of backlogs in terms of payments. Therefore, the Committee on Regional Development believes the budget for heading 1b should at least be restored to the draft budget. We call on the Council to accept this as soon as possible and to accept the draft amending budgets which are proposed as well. We call on beneficiaries who are concerned about delays in payments they face to make their views known to Member States, because if they will not listen to us, perhaps they will listen to voters."@en1
