"Mr President, for me it is clear. The focus of the EU Semester needs to be shifted if we are to come out of the crisis and create growth. We will not create jobs for millions of unemployed young people by implementing a purely austerity agenda. It is not just me who is saying this: many international institutions and well-known economists have stated that we need to move to smart investments. I welcome the Commission’s investment package but we also need to look at reforms to create jobs and tackle tax evasion, plus macroeconomic imbalances, through the country-specific reports in the future being more regionally oriented.
The text adopted in the Committee on Economic and Monetary Affairs is still difficult to accept because of an unnecessary reference to macroeconomic conditionality introduced into the EU structural funds. How does it help Member States that are suffering because of certain budgetary rules to lose their structural reform? I hope that the final text that we vote on tomorrow will therefore be more balanced, and that this reference will be taken away so that I can fully support it."@en1
