"Mr President, I think there are a lot of us in this House who consider that the real failure has not necessarily been that of the European Union, but governments’ failure to control financial institutions, and that action on that needs cross-border agreements. We have heard as well in this debate about the effect of the crisis on the future generations. I think that is why, for us, it is also important to integrate not only the social dimension, but also the ecological dimension in our response because otherwise we are not really dealing with the problem in the round.
People have also talked in this debate about ownership. It is not just our Parliament and national parliaments. I think we also need to be looking much more at the engagement of social partners – and indeed civil society – within this process, given that the reforms are supposed to be for the benefit of the people. So is the Commission going to bring forward guidelines for the engagement of civil society in the Semester process?"@en1
