"Madam President, Horizon 2020 is one of the areas of the EU budget which can have a real impact in boosting economic growth. It must be a priority to ensure that it is financed effectively in order to achieve its full potential. The Council and the Commission have reiterated on numerous occasions their desire for the EU budget to promote growth and jobs. If they are to live up to this commitment they must do their utmost to resolve any issues around financing Horizon 2020. I note that the Council is proposing quite a significant cut of nearly EUR 1 billion – i.e. 11% – to payment appropriations for the EU research programme. In contrast, cuts to the cohesion payments amount to just 0.4% and those to agriculture 0.1%. EU research has been disproportionately hit by the Council’s proposals. I understand that the package of cuts is brought about partly by tighter budgetary controls put in place by Member States that are net contributors. I approve of this and I think it is inappropriate for the Commission to blame the Member States for it. The fact that we have to make these cuts is the fault of the whole Commission being unable to manage its budgets effectively. The Commission has been too liberal with commitments without tracking available payments. This has been going on for years and is getting worse. The result of this poor management is that crucial research funding is suffering and this is because of bad budgetary practice in other areas such as structural funds. So, rather than coming to this Chamber and asking the taxpayer for ever more money, I would ask the Commission to come here and explain how it is going to improve its systems to ensure that Horizon 2020 does not suffer."@en1
