"Mr President, I believe that the Youth Guarantee Scheme will be very important in tackling youth unemployment. Reforming our education and training systems is a very important element of that programme – that has been mentioned by the Commissioner here this morning – and I think it is something we really need to concentrate on.
In a recent survey of eight European countries, one third of employers said that the lack of skills among young people is causing major businesses problems in the form of cost, quality and time. Almost 30% of employers reported that a lack of skills was a major reason they did not fill their vacancies. And employers from countries with the highest youth unemployment reported the greatest problems due to skill shortages.
Youth unemployment is not a new problem for Europe and we should note it. In 1995 it stood at 21% and since then it has not gone below 15%, so it is an institutional issue. A critical reason that youth do not get the skills that employers need is that education providers, young people and employers do not understand one another. They operate in parallel universes and they rarely interact.
So we need to change the structure of how we teach young people skills. We need to focus on giving them the skills that the market needs, and that they are able to respond to what employers really need so that we can be sure that our young people have sustainable jobs. I would ask the Commissioner to ensure that this is a focus not just in my country but across Europe as well. It is an institutional problem and it is something that really needs to be tackled."@en1
