"Mr President, I am pleased to make my first speech since being elected as Coordinator Spokesperson for the Socialist and Democrat Group on Foreign Affairs, to renew my warm acquaintance with Commissioner Füle and, of course, to help bring this Parliament’s attention, at the beginning of our new parliamentary term, to the crisis in Ukraine. This is a crisis which has critical humanitarian consequences in the country and on its borders, and far-reaching political consequences for the country, the Neighbourhood, and for Europe itself. I join all colleagues who have spoken in favour of a peace plan, and I add my explicit support for the proposal for a collective ban on arms sales. I call on other groups to support the S&D text calling on all sides to respect international and humanitarian law. I say to our EPP colleagues that there is a proper debate about third stage sanctions. We support the recent decision to put separatists on the black list, but what we call for today – and what the Council might decide tomorrow – has to be credible, or we will undermine our own position. The Kharkiv Human Rights Protection Group has called EU sanctions ineffective. We owe it to them most of all to find solutions which represent a true consensus for us but which can be effective for them."@en1
