"I did not vote in favour of the report on psychoactive substances today. While I agree that we need to address the issue of legal highs, I feel that the current proposal does not allow Member States the flexibility required to respond swiftly and effectively to this fast-changing market. The profileration of new psychoactive substances is influenced by regional, national, international, social, economic and other factors meaning that each Member State may be affected differently and have different issues to face in this respect. Therefore, while cooperation is welcome on an EU level, Member States themselves are best placed to deal with problems concerning psychoactive substances which may be prevalent on their territory."@en1
